ANTENNA AMENDMENT VOTE

WE CAN'T LET CAMPAIGN CONTRIBUTORS DECIDE OUR FATE. WE NEED YOU TO ATTEND THIS WEDNESDAY'S MEETING TO DEMAND THAT DEMOCRACY BE RESTORED TO OUR TOWN. IT'S NOT JUST ABOUT ANTENNAS-- IT'S ABOUT FAIRNESS.

WHAT HAS THE TOWN BOARD DONE FOR US LATELY?

  • Since August 1998 Paul Feiner has tried to give his friend, contributor, and telecommunications lobbyist the upper hand on the Nextel/WFAS case by asking for the contributor's incomplete application be expedited. Meanwhile, he delayed passing amendments that would make it harder to use the WFAS tower.
  • On 1/13/99 Councilwoman Eddie Mae Barnes (liaison to the Antenna Board) tried to schedule a hearing but Feiner said he was "too distracted". On 1/27/99 she forced a vote on holding a hearing which passed.
  • Feiner refused to schedule the hearing before February 24, 1999. He obviously expected the Nextel/WFAS Zoning Board case to be over by then.
  • With the hearing scheduled and Nextel/WFAS still not decided, Feiner had to find another way to delay the proceedings, so at the February 24, 1999, public hearing he presented for the first time, since August 1998 when the amendments were first proposed, TWENTY questions for the Antenna Board to answer.
  • Mr. Feiner clearly didn't realize beforehand how incompetent his questions would make him look. For example, he accused the Antenna Board of not preparing a map of existing sites as required by the Zoning Code. The Antenna Board then obtained the map from the Zoning Dept. located less than 20 feet from the supervisor's office. The question served its purpose however in taking up time during the public hearing.
  • When the Antenna Board's responses to the questions (obviously written by industry reps) revealed how transparent the stall tactics were, Mr. Feiner had to come up with another strategy to help the telecommunications industry-- he linked his vote on the amendments directly to the Zoning Board decision date on Nextel/WFAS. That's not allowed and he knew it.
  • Feiner (and the other Town Board members) were advised by the Town Attorney before the meeting that linking the amendments to any litigation would be very harmful to the case and he did it anyway. His comments now allow Nextel/WFAS to go into court and ask that the amendments be set aside regarding the Nextel/WFAS application. He clearly tried to sabotage our position in the
    Nextel/WFAS case.
  • Because he didn't finish asking his TWENTY questions, he refused to vote onFebruary 24, again delaying the proceedings.
  • Paul Feiner must "recuse" himself (step aside) on the upcoming vote or we will have antennas on WFAS.


WE NEED TO SEND A MESSAGE TO THE TOWN BOARD ON WEDNESDAY THAT THIS AREA WILL NOT BE TAKEN FOR GRANTED AND SOLD OUT TO APPEASE TELECOMMUNICATIONS CAMPAIGN CONTRIBUTORS

WHAT ELSE?

On Friday, 3/5/99, at 4:30pm, the Town (Feiner) released TWELVE pages of proposed changes to the amendments endorsed by SHCA, the Edgemont Community Council, the Council of Greenburgh Civic Associations, the Conservation Advisory Council, and the Planning Board. The changes remove funding for enforcement, greatly weaken the Antenna Board's role, increase the Building Inspector's discretion, remove certain setbacks from daycare centers,and much, much more.

COME, HELP US CONVINCE THREE BOARD MEMBERS TO SUPPORT US.
