Mr. Bass and the Town Council:
As a member and representative of the
community, I would like to see the RFP being developed to retain an
independent consultant to review Parts A and B of the Town budget.
It is important that the language of the RFP clearly delineates the
project to be undertaken in a neutral manner.
Secondly, I want to see the list of
potential bidders. How is this RFP going to be advertised; will
firms outside of both Greenburgh and Westchester be considered and
encouraged to bid on the project? Who in the Town will evaluate the
bids; what scoring process is used; what criteria is used to evaluate the
bids, etc.
If the Town is going to this expense (and
it will be expensive, if done right), and spending taxpayers’ money (to
do a job that taxpayers are already paying for), then it is essential that
a highly competent, non-partisan and recognized company or consultant be
selected.
Right now, I have the sense that
unincorporated Greenburgh is not getting a fair deal. However, I am
open to the reasoning of an impartial and skilled consultant/company.
Finally, I think the Town Board should be
directly involved in any committee put together for purposes of
“community review” of the Town’s budget. It should not be comprised
of partisans---with only one agenda. I have suggested Robert
Bernstein for that Committee and I do so again. I would also like to
be part of the committee process, but not if it means that Bob does not
get on.
Please consider these suggestions.
