The Secor Homes Civic
Association, Inc. (SHCA) wishes to express its deep concern regarding the
proposed northbound Thruway exit ramp at Secor Road in Hartsdale, New
York. Our association
initially learned about this proposal made by the Ardsley Village Board to
the New York State Thruway Authority through an article printed in The
Journal News on March 11, 2000. Thereafter,
we learned of an organized Ardsley Village Board letter-writing campaign
to try to gain support for the ill-conceived Secor Road ramp.
At SHCA’s March
meeting, the membership considered the ramp proposal and ascertained that
the proposed ramp would have a major and deleterious impact on the quality
of life in the SHCA area as well as invite greatly increased traffic on
Secor Road, a local road which transverses our community and is lined with
residential homes.
For your information,
SHCA is a tax-exempt non-profit civic association, organized in 1994 to
advocate on behalf of and protect the interests of the 556 single-family
residential homes in the Secor Homes area.
Our association is very active and is a member of the Council of
Greenburgh Civic Associations, an umbrella organization of 34 Greenburgh
civic associations, whose support we anticipate when this issue is
presented at the next Council meeting.
It cannot be stressed too
strongly that our membership believes that the proposed construction will
severely impact the quality of life and residential property values in the
Secor Road corridor and should be abandoned.
While we understand that the Village of Ardsley is attempting to
resolve some of its traffic problems, it is unacceptable that an adjacent
residential neighborhood should bear the brunt of such efforts.
The Ardsley Village Board
advanced their proposal for a ramp in our neighborhood without prior
community notification. SHCA
is an interested party that would clearly have standing in any future
action. While we hope the
Thruway Authority will withdraw the proposed Secor Road ramp from
consideration, as long as it stays under your consideration, I have been
directed to request that the Thruway Authority advise SHCA of:

Any and all correspondence, letters, proposals, meeting minutes,
traffic studies, etc. relating to the proposed ramp or any other proposed
entrance/exit ramp near or adjacent to Secor Road.

Any meeting scheduled now or in the future regarding any
construction under consideration near Secor Road.
SHCA further requests
that a SHCA representative be given the opportunity to be present at any
meeting in which discussion on proposed construction at Secor Road is
expected or anticipated.
By copy of this letter,
at the request of and on behalf of our membership, I am notifying our
state legislative representatives regarding our association’s position
that the proposed Secor Road ramp be removed from consideration as a
viable remedy for the traffic congestion in Ardsley.
We trust that you will
understand that our association is determined to maintain the residential
character of our neighborhood and therefore will continue to take all
necessary steps to protect our homes and community.
We understand the New York State Thruway Authority did not advance
this proposal but is in the position to reject it, which is our goal.
SHCA representatives
would welcome an opportunity to meet with you to discuss our concerns.
We thank you for your consideration of our request to be kept
involved and informed regarding any proposed construction near or adjacent
to Secor Road.
